4) RV Park
Discussion: John McCoy, Glen Gobin, Stan Jones, Sr.,
Staff is still in negotiation with the contractor. Possible locations could be east of 27th Avenue and the area just behind the casino but west of 27th Avenue. Both the QCV and Tribe will need to come together to discuss the possibility of a Tribally owned gas station and coordinate the impacts along with increased traffic studies. There should only be one entity working on Economic Development. The tribe needs to look at where the fueling supplies would come from. The Tribe needs to begin moving on the development of projects that are located within the Reservation.
5) WSG

The letter has been signed by the Chairman, and sent off to WSG. A team needs to be established from Tulalip to meet with WSG. The contractor is working on an analysis for Quil Ceda Village and the three sights in negotiation.
Quil Ceda Village Utilities

A discussion took place on unpaid bills between Quil Ceda Village and Tulalip Utilities. A formal agreement needs to be drawn up between Quil Ceda Village and Tulalip Utilities. The General Managers will bring the appropriate staff together to resolve this issue quickly.
7) Water Wheeling - 27th Avenue

Staff has met with the City of Marysville. They are working together to change the language of the Water Wheeling agreement to better fit the Tribe and the City of Marysville. The JOA will stay the same with the City of Everett.
8) Olympic View Pump Station
Discussion: Tom Gobin, Stan Jones, Sr., John McCoy, Patti Gobin, Foley Cleveland,
The original agreement was designed with the purpose of serving water to single family homes/180 lots. The Developer designed the water system and it was approved by the Tribe. Twice the amount of water allocated for this housing subdivision is being used. The tribal membership needs to be taken care of first. Tribal Staff is meeting weekly to discuss the water issues.
Amphitheatre
9) Update-FYI
A handout was given on the Tulalip Amphitheater 2007 season. A presentation on improvements to the central Plaza will be given by staff at the next Village Council Meeting.
Roadway Easement
10) Conveyance of easements for Rights-of-Way of public roads and associated utilities from The Tulalip
Tribes to Quil Ceda Village in return for which the Village will be responsible for the operation and maintenance of those roads and utilities.

Legal descriptions and drawings are being made. At this juncture a right of way needs to be given to Quil Ceda Village under its jurisdiction. Staff has worked with the BIA for the operation of jurisdiction. Legal staff has created documents that will need to be reviewed by the BOD and Village Council. The process of rights of way will need a resolution to the BIA, and then it will be transferred to the Village. Will Quil Ceda Village have access to grants and government funds? Yes, the entity is recognized as being a federal bureaucracy of the Tribe. This item will need to be placed and a resolution brought to the BOD.

process routine fund transfers for accounts payable which may exceed $50,000.
