Old Business

City of Marysville
240 Water Zone
Water is on - no major problems encountered

Quil Ceda Village Utilities & Environmental Services
Fee Schedule
Speakers: John McCoy; Stan Jones; Mike Taylor, Cal Taylor, Nina Reece
Fees should be the same as Marysville. By imposing Marysville's rural Utility fee schedule, the Quil Ceda Village Utilities will not be able to recover their operation & maintenance costs.
Due to the smaller customer base, costs are higher for the Village Utilities.
The Council is willing to ask the Tribes to subsidize the QCV Utilities department for a longer period of time than original planned. As the customer base increases, QCV Utilities will have rates similar to Marysville's rates.
Capital Improvement costs have been recovered up front in some of the leases. Some are spread out over a longer period of time.
Keeping the rates at the local Marysville Utility rate gives the Tribes a tool to use when negotiating leases for future development.

Quil Ceda Place Retail Center Towing Contract
Speakers: John McCoy; Linda Williams; Mike Taylor
Discussion on advantage or disadvantage to using just one towing company. It's easier if there is just one contract, otherwise, each company posts signs and the Owner of a towed vehicle won't know where the vehicle was taken. Contract should say that Quil Ceda Village needs to have the 10 day out clause. John will decide where the towing company can post signs prior to signing the contract.

Tenant Parking

Tenants are not happy that 10 prime spots are being taken out for Chamber Staff Parking. Tenants believe these spots should be available to customers not staff. Jorgenson's Golf is requesting similar parking or that Chamber Staff parking signs be removed. A meeting will be set up with the Chamber President to address this issue.

Storage Building at Old Boeing Site

The General Manager is asking the Village Council to support a motion at the Tulalip Tribes Board level to rescind the motion of July 14-15, 2001, Directive 26, which designated control of the Boeing buildings at the northeast corner of Quil Ceda Village to the Tribal Government Maintenance department. The buildings would be better served if they were under the control of the Quil Ceda Village. The GM is asked to work with the Tribal maintenance department on a continued use agreement.
