Solicitation and Distribution of Literature

| WHEREAS, the Village Council is
the governing body of the Consolidated Borough of Quil Ceda Village under
the Village Charter approved by the Tulalip Tribes' Board of Directors pursuant
to Ordinance 111, and |

| WHEREAS, the Village Council is
empowered by Article I, Section 3 and Article VII, Sec. 2(b) of the Charter
to exercise governmental powers to protect public safety, health and welfare
of all persons within the Village, and |
| |
| WHEREAS, the Council finds that
in order to protect the health and welfare of all persons, the Village adopts
this Ordinance governing solicitation, leafleting, and charitable solicitation
within the boundaries of the Village. |

| NOW THEREFORE, BE IT ORDAINED by
the Council of the Consolidated Borough of Quil Ceda Village as follows: |

| Solicitation: It shall be unlawful and a
violation of this Ordinance for any person to solicit in person signatures,
contributions or sales outside of any building anywhere within the boundaries
of the Quil Ceda Village. |

| Leafleting: It shall be unlawful and a violation
of this Ordinance for any person to give out or pass out papers, leaflets,
flyers, or any other informational literature outside of any building anywhere
within the boundaries of the Quil Ceda Village |
| |
| Solicitation of Charities: Notwithstanding
any section of this Ordinance, the Village Manager may issue a written permit,
on written application, by a bona fide civic, charitable, educational, or
religious organization to solicit contributions or to offer goods or services
for sale the proceeds of which sale will be substantially provided to the
work of the civic, charitable, education, or religious organization. The
written permit will designate the limited date, time and place of the charitable
solicitation. |

| Violation of this Section: Violation of this
Ordinance shall subject any violator to a civil penalty of up to $300.00
per violation, and shall be cause for the immediate eviction of any violator
from the Quil Ceda Village. For purposes of this provision, the due process
procedural provisions of Tulalip Tribal Ordinance 114 shall apply to any
penalties levied. |

| Court Given Jurisdiction |
| The Tribal Courts of the Tulalip Tribes are hereby
provided jurisdiction to hear and determine all causes brought under the
Ordinances of the Consolidated Borough of Quil Ceda Village, |
| |
| Enforcement |
| All commissioned law enforcement officers of the
Tulalip Tribes are hereby granted authority to enforce the Ordinances of
the Consolidated Borough of Quil Ceda Village. |

meeting assembled on the 2nd of July, 2002, with a quorum present by a vote
of 3 for and 0 against. |
