Quil Ceda Village Utility and Environmental Services Checking Account

WHEREAS, the Village Council is the governing body of the Consolidated Borough of Quil Ceda Village under the Village Charter approved by the Tulalip Tribes' Board of Directors pursuant to Ordinance 111, and
 
WHEREAS, the Village Council is empowered by Article I, Section 3 and Article II, Section I and Section 17 of the Charter to exercise governmental powers, and
 
WHEREAS, the Village Council adopted the Quil Ceda Village Utility and Environmental Ordinance 13.01.1, and
 
WHEREAS, the Ordinance 13.01.1, Article IV, Section 4.09 requires that all funds kept on deposit are for the exclusive use of the Utility and Environmental Services department and shall not be transferred or loaned to the Village General Fund except to pay for services provided to the Village, and
 
WHEREAS, the Council finds that it is necessary to establish a checking account and money market fund with First Heritage Bank for the purposes of depositing Quil Ceda Village Utility and Environmental Services revenue and to pay for the necessary operation, maintenance, and management of the Village public utilities and environmental services.
 
NOW THEREFORE, BE IT ORDAINED by the Council of the Consolidated Borough of Quil Ceda Villages adopts as follows:
 
Purpose: The establishment of the Quil Ceda Village Utility and Environmental Services Checking Account and a money market fund to be known as Quil Ceda Village Utility and Environmental Services Money Market Account. The checking account will be used to pay the financial obligations of the Village utility district. The money market fund will be used to deposit all revenue related to the Village utility district. Each month adequate funds will be transferred from the money market account to the checking account to pay the monthly Village utility district financial obligations.
 
Authorized Signers shall be:
  Stanley Jones Sr., Quil Ceda Village Council President
Herman Williams Jr., Quil Ceda Village Council Vice President
Calvin Taylor, Quil Ceda Village Council Member
John McCoy, Quil Ceda Village Manager
Peter Mills, Quil Ceda Village Business Park Manager

 
Checks written on the account shall be signed by two of the Authorized Signers of the Village.
 
ADOPTED by the Council at a regular meeting assembled on the 16th of July, 2002, with a quorum present by a vote of 3 for and 0 against.
